Before the Vote: What Carlton County Commissioners Will Consider on July 27
The Carlton County Board of Commissioners is scheduled to meet Monday, July 27, 2026, beginning with departmental budget presentations at 3:00 p.m. and an adjourned Board session afterward at the Carlton County Transportation Building.
Although the agenda appears relatively short, the accompanying packet contains 89 pages of proposed expenditures, contracts, policy changes, grants, construction costs, tax litigation advocacy, and other governmental business.
Among the matters placed on the consent agenda are the County’s June claims, a $10,000 Family, Friends and Neighbors grant, a $98,595 State Homeland Security Program grant, and renewal of a regional emergency-planning service contract. The agenda expressly states that consent-agenda items are normally approved without discussion unless a commissioner asks that an item be removed.
The June claims report lists total payments of $10,646,655.21, including approximately $10.45 million in payments exceeding $2,000. The total includes school districts, state agencies, vendors, contractors, correctional services, health programs, and other governmental expenditures. Not all of this represents discretionary County spending, but the sheer size of the payment list makes public explanation of the largest expenditures worthwhile.
The regular agenda contains several matters deserving particular attention:
A proposed $237,701.50 change order for the Carlton County Courthouse roof project.
Adoption of a new technology policy regulating employee use of ChatGPT and other artificial-intelligence systems.
A companion information-security risk-management policy.
A request for the County Board to endorse an op-ed concerning Enbridge’s pipeline-property-tax litigation.
A resolution seeking state revenue sharing for local motor-vehicle offices.
An update on electronic Poll Pads used during elections.
A solar-field funding update.
A closed session concerning labor-negotiation strategy for bargaining units beginning negotiations August 4.
The Board will also receive 2027 budget presentations from the Land Department and Veterans Services.
